The podcast brought educators around the country to some of the most prominent educational experts. This episode explores Dr. Richard F. Elmore’s research and findings discussed in chapter one of School Reform from the Inside Out: Policy, Practice, and Performance. In this chapter, Dr. Elmore discusses the issues with reform at scale. His research is based on surveys of school leaders and teachers and thousands of school visits. At the heart of the chapter are three concepts Dr. Elmore believes are necessary for any type of effective reform to occur at scale. The concepts are knowledge, skill, and capacity.
